Time zone violations are among the most common and most avoidable TCPA compliance errors in multi-state insurance campaigns. An agent on the East Coast starting their dial session at 8:00 AM with California, Arizona, and Hawaii prospects on the same list is calling those prospects at 5:00 AM, 6:00 AM, and 3:00 AM respectively. Each of those calls is a potential TCPA violation. Each one also permanently destroys that lead's conversion potential.
The Legal Standard
Under FTC Telemarketing Sales Rule and TCPA, outbound sales calls may only be placed between 8:00 AM and 9:00 PM local time at the called party's location. Not your location — theirs. Violation exposure: $500–$1,500 per call under TCPA statutory damages.[1][2] A morning session opening at 8 AM Eastern with 50 California prospects and no time zone gate is 50 potential violations before coffee.

Dialer-Level Time Zone Enforcement
Modern dialers (GoHighLevel, Mojo, PhoneBurner) support time zone-based calling windows per campaign or per record. The dialer checks the prospect's area code, maps to a time zone, and won't attempt the call outside the legal window. This removes the human error element entirely — verify it's enabled on every campaign, not just set globally.
Area Code Mapping Limitation
Area code mapping is accurate about 92–95% of the time — but number portability creates exceptions. A 305 (Florida) area code can belong to someone now living in California. Area code mapping is the legally defensible standard, but document that you use it — this establishes reasonable compliance effort even in edge cases.

If running campaigns across all continental US time zones with no per-record time zone enforcement: 11:00 AM – 9:00 PM Eastern. This is 8:00 AM Pacific through 9:00 PM Eastern — compliant in all lower-48 states. A narrow 10-hour window, but it eliminates any cross-time-zone violation.
